MIT Unix UID allocation.

Unix UIDs are 'shorts' and should be positive. Thus, the maximum
number should be 32767.

11000 - 11999 are doubly allocated because somebody screwed up.

"Somebody?" Let's make it clear here - the "Somebody" were the AI
people who thought they could give out LCS space.

How can that be if the multiple allocation is done within LCS?
